Does medical reduced courseload affect CPT eligibility?

If a person has been in F1 status for 1 full academic year, but spent 1 semester on reduced courseload for medical reasons, are they still eligible to begin CPT?

I ask because I often see it listed that eligibility requires one year of "full time" enrollment.
