Why did the Deep State\gatekeepers allow the documentary 'Age of Disclosure' to be made?

According to reports from multiple sources, the upcoming documentary 'Age of Disclosure' is supposed to have a huge impact in finally bringing the topic to the mainstream. There are some huge names (military officials, Congressmen etc) in that documentary and while I think that it will eventually prove to be a damp squib, there is always a chance that it might gain traction with the masses and finally bring mainstream attention to the topic. So, why is it that the much aligned 'Deep State' or 'gatekeepers' allow this documentary to be made?

For decades, the gatekeepers have successfully managed to keep this topic buried under layers of secrecy, ridicule and stigma. It was a very successful strategy spanning decades. However, for some reason, they have let things slip and it appears that a bunch of motley filmmakers have managed to rope in a bunch of very influential figures (US military, Congressmen) and share details on a highly secretive and compartmentalized topic. Why is this even being allowed to happen in the first place? How difficult would it have been to immediately silence Congressmen and ex-military personnel who invariably fall prostate before the 'national security' Gods anyway? It would have been extremely easy to stop this documentary in its tracks.

So, it boils down to a few possibilities -

1) The gatekeepers know that the content of the documentary lacks the punch to capture the attention of non-UFO folks. In other words, all the noise that we are hearing from the hype-merchants is just that - noise.

2) The documentary has been sanctioned by the gatekeepers and only content that has been cleared to be released will be shared. It remains to be seen whether it has any real impact.
